COLUMBUS, OH — Americans for Prosperity–Ohio (AFP-OH) is marking a strong first half of the 136th General Assembly, securing meaningful wins on tax reform, energy freedom, property tax transparency, education opportunity, and regulatory relief.
AFP-OH entered the session with its Buckeye Blueprint agenda focused on economic freedom, school choice, and energy abundance. Lawmakers have made significant progress across each priority, and AFP-OH will continue pressing for bold, people-first reforms as the legislature heads into the remainder of the session and prepares for 2026.
AFP-OH State Director Donovan O’Neil released the following statement:
“Halfway through the 136th General Assembly, AFP-OH has moved the Buckeye Blueprint from an ambitious roadmap into real policy progress. We helped advance a flat income tax, secured HB 15’s major energy reforms, pushed forward meaningful property tax transparency, and elevated school choice as a statewide priority. This has already shaped one of AFP-OH’s most productive sessions in recent years, and our team is ready to keep driving bold reforms through the remainder of the session and into 2026.”
Key Wins from the 136th Legislative Session Midpoint Include:
Energy Freedom: AFP-OH supported early legislative movement on major energy reform and celebrated the passage of HB 15, a major win for affordable, reliable energy in Ohio.
Tax Reform: AFP-OH led the charge for a 2.75% flat income tax through its statewide Save Our Salary campaign. AFP-OH testified repeatedly in support of HB 96 and SB 197 which led to the adoption of the flat-tax plan. On June 25, the General Assembly passed HB 96, securing flat tax, property tax transparency, and regulatory reforms.
Property Tax Relief: AFP-OH successfully pushed the House override of key property-tax reforms veto, and supported additional committee wins for HB 129 and HB 309.
Education Freedom: AFP-OH highlighted major education-choice provisions in the House budget and celebrated expanding access to education freedom by providing ESAs to the last group of Ohio families still denied financial support.
AFP-OH also proudly awarded the “Lantern of Liberty” to 45 state legislators in recognition of their unwavering commitment to advancing policies that foster economic growth and prosperity in Ohio. The 2025 Lantern of Liberty recipients include:
