KVA: Vote YES on Amendment #34 to H.R. 3838

Dear Member of Congress,

On behalf of Americans for Prosperity’s activists in all 50 states, I urge you to vote “YES” in support of the bipartisan Amendment #34 to H.R. 3838, which would repeal the 1991 and 2002 Authorizations for Use of Military Force (AUMFs). Introduced by Reps. Gregory Meeks (NY-5), Chip Roy (TX-21), Sara Jacobs (CA-51), and Thomas Massie (KY-4).

Congress originally passed the 1991 and 2002 AUMFs to authorize military action in the Persian Gulf and Iraq Wars against the regime of Saddam Hussein. With that government long-overthrown and the Iraqi government now a partner of the United States, these authorizations are no longer relevant or necessary.

Neither AUMF has been used as the sole authority for U.S. military action, and as such they could be repealed tomorrow with minimal impact on current operations. Repeal prevents either Authorization from being potentially misused in the future and would mark an important step toward restoring Congress’ role in decisions about war and peace. In fact, less than 10% of sitting Members of Congress voted on the Iraq AUMFs. It’s time for today’s Congress to reassert its Article I powers in response to today’s changed strategic conditions.

Fortunately, Congress already has a track record of acting to remove these outdated resolutions. The House passed repeals of Iraq AUMFs, either in standalone form or through the NDAA, every year between 2019 and 2023. The Senate also passed a repeal of the 1991 and 2002 AUMFs by a vote of 66-30 in 2023. Enough is enough, it’s time for Congress to finish the job and repeal its first force Authorization in over 50 years.

For these reasons, I urge you to vote YES on Amendment #34 to H.R. 3838, the FY 2026 National Defense Authorization Act.
