ATHENS, GA – Following Governor Kemp signing HB 1339 into law, Americans for Prosperity – Georgia (AFP-GA) applauds the Governor, and thanks lawmakers and the many grassroots partners who worked tirelessly advocating for this bill that repeals portions of the state’s burdensome Certificate of Need (CON) laws.
AFP-GA State Director Tony West released the following statement:
“Today is a momentous day for Georgians across our state who will soon have greater access to health care and personalized treatment. We thank Governor Kemp for signing HB 1339 and repealing parts of Certificate of Need laws.
“In addition to lawmakers, HB 1339 would not have been possible without the support of community leaders like Katie Chubb, whose effort to open a birth center in Augusta was thwarted by CON, highlighting the need for reform. Katie’s passion, knowledge, and commitment was a key factor in ensuring the final version of HB 1339 included a CON exemption for freestanding birth centers.
“With Governor Kemp’s signature, fewer Georgians will have to worry about Certificate of Need laws impacting critical care. This is a great day in the Peach State that will be remembered for years to come as the first step leading to the full repeal of Certificate of Need.”
Background
Included in HB 1339 are provisions that no longer require Certificate of Need for new hospitals in rural counties, new substance abuse and psychiatric facilities, freestanding birth centers, and hospitals that had previously closed and are attempting to reopen.
Since last year, Katie Chubb has been an outspoken advocate for repealing Certificate of Need in Georgia. In August, she spoke at a press conference in Augusta highlighting how CON has harmed her ability to open a birthing center. In September, AFP-GA celebrated Chubb at the inaugural Pathway to Prosperity Summit for her efforts and making a difference in the community. AFP-GA also produced a testimonial video highlighting Chubb’s story and State Rep. Lauren Daniel’s efforts to repeal CON.
Tony West also published an op-ed in the Albany Herald highlighting Chubb’s story and how CON laws have been detrimental.
