Americans for Prosperity: CoN Repeal Will Bring Real Change to South Carolina

End of certificate of need regulations will make easier to open new hospitals and doctors’ offices

COLUMBIA, SC — Americans for Prosperity – South Carolina thanked Governor McMaster for signing S.164 to repeal certificate of need (CON) regulations for most healthcare facilities. Earlier this month, the House unanimously approved the bill. In February, the State Senate approved the repeal of CoN by an overwhelming 30-6 vote.

CON laws make it difficult to open new medical facilities. A 2021 study found the number of hospitals in South Carolina could increase from 82 to 116, without CON. In rural areas, nine new hospitals could open.

AFP-SC State Director Candace Carroll released the following statement:

“This is going to bring real change to South Carolina. In the days since the House unanimously passed the repeal, health care providers have already started to explore opening new offices or expanding their services. I am grateful to Senator Climer and Speaker Smith for their support in getting this through the Legislature with overwhelming support, and to Governor McMaster for quickly signing the repeal into law. Starting today, we can bring more affordable health care closer to all South Carolinians.”
