Americans for Prosperity: CoN Repeal is a “Watershed Moment” for South Carolina

End of certificate of need regulations will make easier to open new hospitals and doctors’ offices

COLUMBIA, SC — Americans for Prosperity – South Carolina applauded the House for unanimously passing S.164 to repeal certificate of need (CON) regulations for most healthcare facilities. In February, the State Senate approved the repeal of CoN by an overwhelming 30-6 vote.

CON laws make it difficult to open new medical facilities. A 2021 study found the number of hospitals in South Carolina could increase from 82 to 116, without CON. In rural areas, nine new hospitals could open.

AFP-SC State Director Candace Carroll released the following statement:

“This is a watershed moment for South Carolina. With the repeal of certificate of need laws passing both chambers, affordable health care closer to home will be within reach for more patients. This will mean more maternity and neonatal care for moms and babies, more beds for mental health care, more MRI machines, and new hospitals in rural counties. I urge the Senate to quickly pass the updated bill, so Governor McMaster can sign it into law and we can get to work expanding access to care.”
