AFP-VA Applauds Housing and Freedom Wins While Opposing Harmful Partisan Bills

RICHMOND, VA – Americans for Prosperity Virginia (AFP-VA) through their grassroots advocacy, were able to halt multiple unconstitutional attacks on the First Amendment this session, as well as leading the fight to protect Right to Work laws.

Unfortunately, the General Assembly also passed several bills on mostly partisan lines that were strongly opposed by AFP-VA.

These included:

SB802 which would force Virginia back into the Regional Greenhouse Gas Initiative (RGGI) carbon cap-and-trade program, driving up electricity costs.
HB1263 and SB378 which would repeal the ban on public employee collective bargaining, increasing taxpayer costs.
HB483 aims to create a Prescription Drug Affordability Board empowered to impose price controls.

Despite these setbacks, AFP-VA celebrates the passage of a package of commonsense pro-growth reforms that modernize zoning to boost housing supply and affordability, protect property rights, and reduce regulatory burdens—delivering real relief through market-driven solutions and grassroots advocacy.

Key highlights include:

SB531, which requires localities to permit accessory dwelling units (ADUs) in single-family residential zones under reasonable conditions, helping families add affordable housing options on their properties without excessive red tape.
HB655 and SB346, which ensure manufactured and modular homes are treated equivalently to site-built homes in residential zoning districts, expanding affordable housing choices.
HB1279 and SB388, which facilitate by-right approval for affordable housing developments on certain nonprofit and religious organization-owned properties, with long-term affordability commitments.
HB888, which curbs excessive minimum parking requirements in transit-oriented areas to support denser, more affordable development.

Additional measures protect property rights, streamline energy and business regulations, and safeguard individual freedoms (SB239, SB1337/HB1337, SB251, SB598, HB1117, SB128, HB1026, HB293/HB292, HB318, SB60, and others).
