COLUMBIA, SC – Today, the South Carolina House and Senate voted to pass H. 3021, the Small Business Regulatory Freedom Act. It now heads to Governor Henry McMaster’s desk for final approval.
Americans for Prosperity-South Carolina (AFP-SC) has been urging for the passage of H. 3021 since before the bill first passed the House in March 2025. Passing H. 3021 was the chapter’s biggest legislative priority in 2026, resulting in a six-figure spend and massive grassroots investment. In January, the chapter brought small business owners from across the state to South Carolina’s State House to share how H. 3021 will make it easier to start and run a small business in the state. Activists also knocked doors and made phone calls to legislators to urge them to pass the Small Business Regulatory Freedom Act.

“Today, after more than a year, the South Carolina legislature finally passed H. 3021. The Small Business Regulatory Freedom Act will notably simplify the regulatory process in South Carolina, making it easier to start and run a small business in the state. We are proud of our work to get this legislation across the finish line, and we will continue to work to make South Carolina the freest state in the South. We urge Governor McMaster to quickly sign this legislation.”
