Columbia, SC—Americans for Prosperity-South Carolina (AFP-SC) is celebrating major improvements to H. 4216 by the House Ways and Means Committee to get the Palmetto State on track to gradually phase-out the state income tax. With the committee’s amendment to H. 4216, lawmakers are not just delivering immediate tax relief—they are laying the groundwork for a future without a state income tax.
The revised proposal would lower the top income tax rate from 6.2% to 5.39% and streamline the tax code into a simplified two-bracket system of 5.39% and 1.99%. AFP-SC noted that these changes, if passed, would deliver an estimated $400 million in income tax relief this year. The amendment also includes a mechanism for gradually and responsibly getting South Carolina to a flat 1.99% tax rate and eventually fully eliminating the Palmetto State’s individual income tax.
AFP-SC State Director, Matt Humm, made the following statement:
“While we are working at AFP to ensure the Trump tax cuts are renewed on the federal level, we’re thrilled to see our lawmakers take bold action to deliver tax relief at the state level too. This improved version of H. 4216 is more than just a tax cut—it’s a strategic move toward fully eliminating the state income tax. With neighboring states lowering or eliminating their own income taxes, this legislation puts South Carolina on a path to stay competitive and let hardworking families keep more of what they earn.
“We’re encouraged by this momentum and urge lawmakers to seize the opportunity in these final days of session to finish what they’ve started and move South Carolina closer to axing the tax for good.”
