Americans for Prosperity-MS Releases “The 601 Blueprint,” Mapping 2025 Legislative Priorities to Build a Better Mississippi

Jackson, MS—Today, Americans for Prosperity-Mississippi (AFP-MS) released The 601 Blueprint, a 2025 legislative priority agenda for state lawmakers. By focusing on key reforms in health care, foundational education, and the economy, The 601 Blueprint urges lawmakers to build a better Mississippi that gives everyone the chance at their version of the American Dream.

AFP-MS State Director, Starla Brown, released the following statement:

“AFP knows that many state lawmakers agree: improving access to health care, enhancing educational opportunities for students, and fostering economic growth must be prioritized next year. Our hopes are that Mississippi’s leaders take The 601 Blueprint to learn how to accomplish just that for our citizens.

“Our grassroots base regularly hears from people across the state who need opportunity, flexibility, and freedom when it comes to their health care, access to education, and income. Through The 601 Blueprint’s key reforms, we believe we can deliver a stronger economy, less regulated health care market, and diversify the education landscape regardless of income or zip code.”

The 601 Blueprint focuses on three major areas:

Health Care

  • AFP-MS advocates for repealing onerous Certificate of Need (CON) laws that delay or prevent health care facilities from opening or expanding.
  • AFP-MS believes in preventing Medicaid expansion and restoring the program to its original intent of serving as a safety net for the truly vulnerable while restructuring to eliminate wasteful spending and protect taxpayers.

Foundational Education

  • To ensure every student has access to any public school, regardless of their address, AFP-MS advocates for passing open enrollment legislation.
  • AFP-MS urges lawmakers to put parents in the driver seat of their child’s education by fully supporting Education Savings Accounts (ESAs).

Economy

  • By phasing out the state’s personal income tax, AFP-MS believes a more competitive economy will be built, putting funds back in the pockets of families and preventing out-migration.
  • AFP-MS is calling on lawmakers to take up thoughtful adjustments to the Public Employees Retirement System (PERS) to provide financial security for current and future retirees while maintaining the system’s integrity and viability.
