Columbus, OH – Americans for Prosperity–Ohio (AFP–OH) applauded the House Ways and Means Committee for favorably advancing two key pieces of property tax reform legislation: House Bill 186 and House Bill 335, known as the Property Tax Relief Now Act. Together, the bills represent an important step toward restoring transparency, fairness, and predictability to Ohio’s property tax system.
AFP-OH State Director Donovan O’Neil released the following statement:
“For too long, Ohioans have faced unpredictable and unvoted property tax increases that make it harder for families and small businesses to plan for the future. Lawmakers are taking meaningful action to restore trust and accountability.
“By closing the loophole that allows local governments to raise property taxes without voter approval, capping property tax growth at inflation, and requiring greater transparency, these bills empower taxpayers, protect homeowners, and make government more transparent and predictable. This is the kind of lasting relief Ohio families deserve.”
House Bill 186 caps school district property tax increases at the rate of inflation, preventing sudden spikes and offering long-term stability for property owners. The bill also ensures fairness by applying reductions to both residential/agricultural and business properties and requires county auditors and treasurers to publish effective tax rates and deadlines, enhancing public understanding.
House Bill 335, sponsored by Representative Thomas, complements these reforms by eliminating unvoted inside millage for counties, cities, villages, and schools—ending automatic tax increases that occur without voter approval. It also increases public accountability by requiring hearings and budget disclosures when local governments anticipate higher collections due to rising property values.
Together, HB 186 and HB 335 represent a comprehensive effort to make Ohio’s property tax system more equitable, predictable, and accountable to those it serves.
