AFP-OH Advances Flat Tax Push, Testifies on Key Legislation at Statehouse

COLUMBUS, OH — This week, Americans for Prosperity–Ohio (AFP-OH) continues to drive forward a bold policy vision on meaningful tax reform, actively engaging lawmakers on critical legislative proposals aimed at creating a stronger, more prosperous Buckeye State. The organization testified on two significant bills—House Bill 96 and Senate Bill 197—reaffirming its commitment to tax reform, educational opportunity, and responsible fiscal stewardship.

Donovan O’Neil, State Director for AFP-OH released the following statement:

“We remain laser-focused on advancing a flat personal income tax and ensuring every policy decision made in Columbus prioritizes long-term prosperity for all Ohioans. The budget and tax proposals under consideration—whether through responsible spending reforms in HB 96 or the significant revenue potential of SB 197—present real opportunities to reshape Ohio’s economic future.

“This is a pivotal moment. Lawmakers must resist the temptation to grow government and instead seize the chance to return value to taxpayers. By using new revenue streams to advance a flat income tax and provide meaningful relief for families and small businesses, we can make The Buckeye State more competitive, more affordable, and more prosperous.”

House Bill 96

  • In AFP-OH’s testimony, O’Neil urged the Senate to strengthen the bill by:
    • Prioritizing a path to a flat personal income tax—AFP-OH’s top long-term goal.
    • Eliminating means testing for school choice programs.
    • Continuing to limit government growth and scrutinize new or expanded fees.
  • ​​​​​​​​​​​​​​AFP-OH praised the bill’s provisions that promote educational opportunity and fiscal responsibility. The testimony emphasized support for:
    • A commendable $4.3 billion reduction in all-funds spending compared to the executive budget request.
    • Education Savings Accounts (ESAs) and expanded EdChoice vouchers, empowering families with more educational options.
    • Increased homeschool tax credits and expanded support for disadvantaged students.
    • Property tax relief and opposition to new taxes on cannabis, gambling, and tobacco.

Senate Bill 197

  • AFP-OH provided Interested Party testimony on Senate Bill 197, which would legalize internet gambling and impose one of the highest tax structures in the country on operators.
  • While AFP-OH does not oppose the bill’s intent, the organization urged lawmakers to channel the anticipated $500+ million in new annual revenue toward meaningful tax reform—rather than expanded government programs.
  • AFP-OH recommended setting a target flat rate of 2.75% as a near-term milestone toward full reform.
