AFP-NM Celebrates Policy Wins During 30-day Legislative Session

SANTA FE, NM —New Mexico’s 30-day legislative session wrapped up this week, marking the successful defeat of the misguided Clear Horizons Act (SB 18) and the passage of two major health care reform bills. Americans for Prosperity-New Mexico (AFP-NM) and its dedicated activists hit the ground running at the start of the session, successfully protecting New Mexicans from tax hikes and energy utility increases, and delivering expanded health care access.

AFP-NM State Director Sarah Hetemi issued the following statement:

“Through coordinated coalition work, strategic advocacy, and sustained grassroots engagement, AFP-NM played a central role in shaping outcomes this session in Santa Fe.

“As the 30-day session comes to a close, I want to thank our staff, volunteers, activists and coalition partners for their joint efforts to defend New Mexico taxpayers and improve health care outcomes throughout the state.

“But our work is not done — AFP-NM will continue to advocate for policies and lawmakers that will improve opportunities for all New Mexicans.”

BACKGROUND

Defeated SB 18 — Clear Horizons Act

AFP-NM led a broad coalition effort through grassroots calls and emails, digital advocacy, in-person testimony, and under-the-dome work. The bill would have imposed additional mandates on an already heavily regulated energy industry, risking higher costs, job loss, and broader economic impacts for New Mexicans. The bill failed on the Senate floor by a 23–19 vote.

Passed HB 99 — Medical Malpractice Changes

AFP-NM played a leading role through grassroots calls and emails, committee advocacy, and coalition coordination, and was recognized as a proponent during hearings. The bill brings greater balance and predictability to the malpractice system, helping retain physicians and expand access to care statewide.

Passed SB 1 — Interstate Medical Licensure Compact Act

AFP-NM supported this bipartisan measure through under-the-dome advocacy. The bill streamlines physician licensing across states, helping address provider shortages and expand access to care, particularly in rural communities.

Passed HB 80 — Oil & Gas Conservation Tax Act Changes

AFP-NM engaged through under-the-dome advocacy and coalition coordination. The bill increases the share of existing conservation tax revenue directed to the Oil and Gas Reclamation Fund, supporting long-term cleanup of legacy sites while maintaining stability for New Mexico’s energy industry.
