New AFP report calls for automatic continuing resolutions to end the threat of government shutdowns.
Arlington, VA— As Congress moves ahead with another continuing resolution (CR), Americans for Prosperity (AFP) released a new report today outlining an alternative to stop-gap funding bills and budgeting by crisis.
Year after year, Washington brings America to the brink of a government shutdown. These high-pressure situations are consistently used as political leverage by both sides to advance bad policy. Crisis scenarios caused by Washington’s broken budget process place unnecessary pressure on Congress to let wasteful spending and corporate welfare creep into must-pass legislation, giving lawmakers a license to hold their nose and vote or risk being responsible for a shutdown.
The report, authored by AFP Senior Policy Fellow Alison Acosta Winters, not only examines the cost of past government shutdowns, but also outlines a path to preventing future government shutdowns using automatic continuing resolutions. By providing continuing funding for any appropriations bills not passed and signed into law, auto-CRs would prevent costly shutdowns and eliminate situations of governing from one fiscal crisis to the next.
AFP Senior Policy Fellow Alison Acosta Winters issued the following statement:
“Budgeting from crisis to crisis forces a false choice between bloated spending deals or a government shutdown. Government shutdowns are wasteful, counterproductive, and worse, they are typically leveraged to twist arms in support of irresponsible spending. The right kind of automatic continuing resolution will end this cycle of budgeting by crisis and allow lawmakers to fulfill their budget responsibilities without the pressure of a looming shutdown.”
