One of the chief culprits behind this “death by delay” is the expansion of the National Environmental Policy Act from a relatively straightforward analysis of proposed projects into an intractable regulatory nightmare that takes years to complete.
Signed into law on January 1, 1970, NEPA requires federal agencies to evaluate the environmental impact of any major federal action that might have an effect on the environment.
This review has turned into a lengthy process that takes around 3.5 years to finish and produces 450-page-long reports, on average.
