COLUMBUS, OH—This week, Americans for Prosperity-Ohio (AFP-OH) made significant legislative progress, contributing to the advancement of two state Senate bills and two House bills.
Senate Bill 66

S.B. 66 would bring relief and simplicity to our local property tax systems, including comprehensive tax rate calculation, transparency, and stability in school funding. AFP-OH commends State Sens. Sandra O’Brien and George Lang for sponsoring this bill.

AFP-OH State Director Donovan O’Neil delivered proponent testimony in front of the Senate Ways and Means Committee.
AFP-OH State Director Donovan O’Neil made the following statement in his testimony on SB. 66:
“There are several ideas and legislative solutions in response to rising property tax burdens across the state. S.B. 66 is among those solutions we at AFP-Ohio advocate for, as it meets each of our core four principles. We urge the committee to support this important legislation, which provides relief to all Ohioans facing rising property taxes and enhances Ohio’s economic competitiveness.”
Senate Bill 100

S.B. 100 allows for the exclusion from certain insurance regulations for the Farm Bureau. Sponsor testimony was provided to committee this week, and AFP-OH commends State Sen. Susan Manchester for sponsoring this bill.
House Bill 28

H.B. 28 would eliminate the authority to levy replacement property tax levies, and AFP-OH thanks Reps. Adam Mathews and Thomas Hall for sponsoring this bill.

AFP-OH Legislative Director Hannah Kubbins made the following statement in her testimony on H.B. 28:
“Our vision for state tax policy is that each state moves toward a flatter and simpler tax policy that unleashes growth and removes barriers to opportunity so all Americans can improve their lives. The goal of tax reform is not merely to reduce the amount of money going into state budget coffers, although that is often an outcome. The goal is to streamline states’ tax systems and make them more reliant on less-volatile sources of revenue to ensure adequate revenue exists to cover necessary expenditures while minimizing economic disruption.”
House Bill 96

H.B. 96 would make state operating appropriations to levy taxes and provide authorization for the operation of state programs, including education opportunity.
