“Families should not be forced into a one-size-fits-all education system where government bureaucrats determine education. Whether a family selects home education, a public school, a private school, or another learning environment, parents should have the opportunity to choose the setting that best meets their child’s needs. That is why it is so important to have policies in place that ensure parents have the primary decision-making authority over the education of their children.

CACR24 will place in the New Hampshire Constitution a clear protection affirming that parents and legal guardians, as the primary educators of their children, have the right to oversee their children’s education. If approved by the legislature, the amendment would be submitted to voters at the November 2026 general election.
HB 1268 will modernize New Hampshire’s home education laws by reducing unnecessary mandates on families while reaffirming parents’ primary role in shaping their children’s education.
