Built to deliver: Inside AFP’s 2025

It happens because people show up, do the work, and stay engaged long after the spotlight moves on. Americans for Prosperity has built its work around that principle.

With permanent, nationwide grassroots infrastructure operating at scale year after year, AFP maintains an unmatched presence rooted in communities across the country — listening to voters, building trust, and equipping everyday Americans to speak for themselves. That’s why AFP was at the forefront of the biggest policy fights of 2025, turning opportunity into lasting change.

In 2024, voters made clear that they wanted relief from rising prices, solutions grounded in real-life experiences rather than top-down mandates, and a government that works for them. It created a rare opportunity for transformational change.

AFP was prepared and able to meet the moment.

NATIONAL WINS DRIVEN BY GRASSROOTS LEADERSHIP

In 2025, Americans for Prosperity led the charge for some of the most consequential policy outcomes in recent years, turning early engagement and grassroots momentum into real results for American families.

The clearest example was the passage of the Working Families Tax Cuts, also known as the One Big Beautiful Bill. This landmark reform stopped the largest tax hike in American history, curbed runaway spending, strengthened border security, expanded energy opportunity, and protected Medicaid for those who need it the most.

This victory didn’t occur by chance. AFP’s “Protect Prosperity” campaign mobilized the largest grassroots efforts in support of the bill, helping push it across the finish line by:

  • Connecting with more than 1 million Americans
  • Knocking 525,000+ doors
  • Making 500,000+ phone calls
  • Hosting 800+ grassroots events
  • Sending 100,000+ letters to Congress

These efforts were reinforced by a sophisticated communications and coalition strategy that generated 500 million+ ad impressions, 250 million video views, and 1,500+ meetings on Capitol Hill, including grassroots events at AFP’s Freedom Embassy with leaders such as Speaker Mike Johnson, House Majority Leader Steve Scalise, House Republican Conference Chair Lisa McClain, House Majority Whip Tom Emmer, and Senate Majority Whip John Barrasso.

As Sen. Mike Crapo noted at the time:

“AFP was the biggest ally we had in getting the One Big Beautiful Bill across the finish line.”

And while the Working Families Tax Cuts the biggest win this year, AFP also led the charge on several other key fights in Washington.

Using the same grassroots-first model, AFP helped drive progress by:

  • Rolling back costly regulations that constrained energy production, innovation, and consumer choice
  • Defending market-based solutions in health care, technology, financial services, and many more industries
  • Advancing reforms that expanded health savings accounts and direct primary care — marking the first time positive Personal Option reforms were signed into law
  • Fueling DOGE-style efforts to restore fiscal discipline, including a rescissions package, a responsible continuing resolution, and efforts to prevent a government shutdown
  • Restoring the separation of powers by reclaiming a portion of Congress’ authority to declare war, repealing the 2002 and 1991 Iraq and Gulf War resolutions

At the same time, AFP laid essential groundwork for the next major policy battles: energy permitting reform, long-overdue fixes to the federal budget process, and ending the reckless expansion of Affordable Care Act subsidies.

These wins were not isolated. They reflected AFP’s ability to align grassroots energy, policy expertise, and public narrative — ensuring that citizen voices were not at the margins of national decision-making, but at its center.

A NATIONAL WAVE OF STATE-LEVEL REFORMS

Some of the most enduring and impactful stories of 2025 unfolded across the states.

With boots on the ground nationwide, AFP’s grassroots army helped deliver hundreds of consequential state-level reforms, reshaping policy landscapes and building momentum for future federal action.

Across the states, AFP helped shift power back to where it belongs, advancing regulatory accountability, expanding education freedom, and driving reforms that increase choice, transparency, and opportunity for millions of Americans.

In 2025 alone, AFP supported:

  • 28+ education freedom reforms in 20 states, including education savings accounts in Indiana, New Hampshire, South Carolina, Tennessee, Texas, and Wyoming
  • Significant income tax reform in 10 states, including a new flat tax in Ohio, and property tax reforms in Illinois, Indiana, and Texas to make homeownership more affordable
  • 60+ regulatory reforms in more than 30 states, including REINS Act-style legislative accountability laws in Kentucky, Louisiana, North Carolina, Oklahoma, Utah, and Wyoming — catalyzing renewed momentum for a federal REINS Act
  • 17 health care reforms in 13 states, expanding access to affordable, high-quality care by eliminating certificate-of-need laws and other barriers in states such as Arkansas, Georgia, Kentucky, Virginia, and Wyoming

Together, these wins reflect a shared direction: more freedom, more opportunity, and a government that works for people — not the other way around.

LOOKING AHEAD TO WHAT COMES NEXT

2025 demonstrated what happens when citizens are empowered early, strategies are shaped close to the community, and leadership is sustained. The results were not temporary wins, but durable reforms with lasting impact.

But the work of advancing policies that expand freedom is far from finished. As America approaches its 250th anniversary, the country faces a defining moment. The challenges ahead — from fiscal sustainability to the size and scope of government — will shape the next decade and demand principled leadership.
