Mississippi is one of 35 states that require health care providers to obtain a "Certificate of Need" (CoN) from a state board before opening or expanding health care facilities, yet 100 million Americans live without these laws in rural and highly populated states.
CoN laws were introduced in the 1960s, followed by a federal mandate in 1974, with the hopes of reducing costs, increasing access, and promoting quality health care for low-income residents. Unfortunately, over 40 of peer-reviewed academic research suggests that CoN laws have not only failed to achieve their goals but have in many cases led to the opposite of what those who enacted the laws intended.
At Americans for Prosperity-Mississippi, we believe CoN laws impede access to quality health care. Our health care laws should unleash options for patients, not limit them, especially for those in rural or underserved areas.
Our health care market should encourage competition and innovation rather than feed a top-down approach. By repealing CoN, AFP-MS believes we can unleash the full potential of the state's health care system, ensuring that all Mississippians have access to affordable, high-quality care when they need it most.
