On behalf of more than 2.8 million Americans for Prosperity activists in all 50 states, I write to urge a YES vote on Rep. Issa’s H.R. 5982, Midnight Rules Relief Act of 2016.
We urge a YES vote on Rep. Issa’s H.R. 5982, Midnight Rules Relief Act. Americans for Prosperity will include this vote in our congressional scorecard.
In these final days of the Obama administration, federal regulators will rush to finalize hundreds of new and potentially burdensome rules. These so-called ‘midnight regulations’ are not given an appropriate level of scrutiny and threaten to inflict further damage to our economy. H.R. 5982 will ensure the people’s newly elected representatives have the opportunity to examine and overturn regulations created by the outgoing Obama administration.
H.R. 5982 expands the Congressional Review Act (CRA), which grants Congress 60 legislative-days to review and if necessary, overturn finalized major rules, allowing the en bloc disapproval of multiple regulations that are finalized in the last year of a President’s term. The CRA allows privileged consideration of a resolution of disapproval of major regulations and requires a simple majority to pass. The Midnight Rules Relief Act expands the CRA to allow for the disapproval of multiple regulations in a single resolution and is an important check on this lame-duck administration.
The American people demand relief from overly burdensome regulations that are dragging our economy down, H.R. 5982 is a necessary step in reasserting Congressional control over the rulemaking process.
