Dear Senators:
On behalf of more than 3.2 million Americans for Prosperity activists in all 50 states, we applaud your efforts in using the Congressional Review Act (CRA) to overturn burdensome regulations issued by the Obama administration. We are pleased to see two resolutions disapproving of overreaching Bureau of Land Management’s (BLM) rules come up for floor consideration, and we encourage you to support them.
We urge Senators to vote YES on the House-passed H. J. Res. 36 disapproving of the BLM Methane flaring rule and YES on Senator Murkowski’s S. J. Res. 15 disapproving of the BLM Planning 2.0 Rule. Americans for Prosperity will include both of these votes in our congressional scorecard.
These CRA resolutions ensure Congress can quickly exercise its oversight authority, and rein in the regulatory fiat of unelected bureaucrats. The Constitution delegates lawmaking powers to Congress, not federal administrators. We support these measures:
· H. J. Res. 36, Disapproving the Bureau of Land Management Methane Rule. The rule is duplicative, undermines progress in emission reductions, and some estimate its costs could reach $1 billion by 2025.
· S. J. Res. 15, Disapproving the Bureau of Land Management’s “Planning 2.0” rule. The process outlined by the Planning 2.0 rule is highly problematic — it limits public involvement in decision making, centralizes planning in Washington rather than in state and field offices, re-defines BLM’s interpretation of the ‘multiple use’ requirement, prioritizes conservation over sustained yield (i.e. mineral leasing), and could further lengthen an already long permitting process.
We encourage additional efforts to use the CRA to bring as much permanent regulatory relief to the American people as possible and prevent similar regulatory overreach in the future.
