AFP KEY Vote: Vote YES on amendments to HR 3354

Dear Representatives:

On behalf of more than 3.2 million activists in all 50 states, AFP will rate the following amendments to the appropriations package for our congressional ratings.

I strongly urge you to vote YES on the following amendments (or substantially similar ones) to the H.R. 3354 – Make America Secure and Prosperous Appropriations Act, 2018. 

  • Division A (Interior, Environment & Related Agencies)
    • Blackburn amendment #55: calls for 1% across the board cuts to Division A
    • Pearce amendment #63: provide no funds for BLM’s waste prevention rule
    • Smith amendment #72:  no funds or fees collected by EPA can be used to settle lawsuits arising under Clean Air Act, Clean Water Act, or Endangered Species Act
    • Mullin amendment #73: provide no funds to enforce Obama EPA methane rule
    • Mullin amendment #74: provide no funds to implement Obama social cost of carbon rule
    • Norman Amendment #77: Reduces the total appropriation to the Environmental Protection Agency by $1,869,087,000
  • Division C (Commerce, Justice, & Science & Related Agencies) 
    • Rooney amendment #116: Prohibits the use of funds to be used to implement or enforce Executive Order 13502 regarding project labor agreements
    • King amendment #119: Ensures that no funds are used to implement, administer, or enforce the Davis-Bacon Act
    • Gaetz amendment #121: Prevents funds from being used to implement, administer, or enforce any project labor agreement
    • Amash amendment #126: Restricts the federal government’s use of adoptive forfeiture
    • Walberg amendment #129: Limits funds to carry out Department of Justice Policy Directive 17-1, which reinstates the adoptive seizure policy and circumvents state limitations on asset forfeiture o
    • Raskin amendment #130: Prohibits funds from being used to implement order number 3946-2017 allowing Department of Justice components and agencies to forfeit assets seized by state or local law enforcement agencies
  • Division D (Financial Services & General Gov.)
    • King amendment #198: Ensures that no funds are used to implement, administer, or enforce the Davis-Bacon Act
    • Gaetz amendment #212: Prevents funds from being used to implement, administer, or enforce any project labor agreement
  • Division F (Labor, HHS, & Related Agencies)
    • Blackburn amendment #174: Provides for a 1% across the board cut to Division F
    • King amendment # 189: Ensures that no funds are used to implement, administer, or enforce the Davis-Bacon Act

I strongly urge you to vote NO on the following amendments (or substantially similar ones) to the H.R. 3354 – Make America Secure and Prosperous Appropriations Act, 2018:

  • Division D (Financial Services & General Gov.)
    • Ellison amendment #199: strikes section 926 on page 590, relating to bringing the Consumer Financial Protection Bureau into the regular appropriations process
    • Ellison amendment #201: strikes section 928, relating to removal of authority to regulate small-dollar credit
