Dear Representatives:
On behalf of more than two million Americans for Prosperity activists in all 50 states, I urge you to support the Nutrition Reform and Work Opportunity Act (H.R. 3102), which would make substantive reforms to the nation’s food stamp program. These changes will allow the federal government to provide a safety net for struggling Americans while ensuring safeguards for taxpayers.

From the beginning of the farm bill process, AFP has called for separating the nutrition title from the broader bill. By considering food and farm programs separately, Congress can consider each part on its merits without distraction. Thankfully, the House listened and split the farm bill this past summer. Although we were disappointed that the “farm only” portion (H.R. 2642) failed to include free market reforms and prohibited members from making amendments, we are pleased that the House is doing the right thing with nutrition program legislation.
Notably, the Nutrition Reform and Work Opportunity Act (H.R. 3102) separates food programs from farm programs by putting them on different authorization schedules, hopefully foretelling different legislative vehicles for years to come. This legislation will also generate $40 billion in taxpayer savings over the next ten years through additional substantive reforms to the Supplemental Nutrition Assistance Program (SNAP). Notably, this Act eliminates the LIHEAP loophole and reinstates asset and income tests to ensure that food stamp beneficiaries satisfy the federal income requirements.
