City considers tax levy to fund Seattle council campaigns

The Seattle City Council may ask voters to OK a property-tax levy to pay for council campaigns. Proponents say it will encourage more candidates to run and increase the importance of smaller donations. Critics doubt the programs would affect election outcomes.
