Which States are Standing Against Obama's State Based Exchanges?

The governors of the states below  have come out against creating a state based or hybrid exhange with the federal government.  Two states listed have changed their positions but currently remain on the list.

Alaska
Alabama
Arizona
Florida*(Gov. Scott was originally against the exchange. Now may create an exchange)
Georgia
Indiana
Iowa *(will now most likely create a hybrid with the federal government)
Kansas
Louisana
Maine
Missouri
North Dakota
Nebraska
New Hampshire
Ohio
Oklahoma
South Carolina
South Dakota
Texas
Virginia
Wisconsin
Wyoming
