Games of the greedy Oregon Legislature
The majority party are considering a way to maneuver around the Constitution to raise your taxes. By gaming the Constitution, the majority party is drafting a bill that renews several tax credits that are expiring (a tax decrease for a special few) and combining it with tax increases, so that it is revenue neutral. They believe that bill would only require a simple majority vote to pass rather than the constitutionally required 3/5’s vote to increase taxes. Essentially the belief is if there is no net gain in revenues generated from new tax increases they can do what they want. That is NOT what our Constitution says!
Let’s look at the real Oregon budget picture. The proposed 2013-15 Oregon budget spends 13% more revenues than the 2011-13 budget we are currently operating under. Early in the session the Democrats said they needed an additional $275 million dollars in revenue to meet THEIR desired budget in 2013-15, so they proposed tax increases. Just last week, a new revenue forecast was released with a projected net gain of $272 million in revenues, essentially washing away any need to increase revenues.
Yet, the majority party is still looking for a way to increase taxes. Shame on those GREEDY legislators. If they truly desire more money for the children and education, they should pass true PERS reform. There is more than $1.5 billion in savings on the table if they would address PERS in a meaningful way. PERS reform savings would be a huge benefit to not only the State, but also local governments and schools.
Let’s be honest, this attempt to game our Constitution is a greedy move by the majority party that will have long lasting implications on the citizens of Oregon.

Tell your legislators that gaming the Constitution and circumventing the will of the Oregon citizens is appalling and unacceptable. Oregonians amended the Constitution in 1996 requiring a 3/5’s vote of the legislature to pass a tax increase. All tax increases require a 3/5’s vote, whether it is made to look revenue neutral through games or not!
