State lawmakers are debating what to do with an $800 million budget surplus. Republicans are committed to using much of the surplus to fund a tax cut that if fully implemented would reduce state revenue more than $500 million. The cut would eliminate the estate tax for all Oklahomans and reduce the state income tax rate from 6.25 percent to 4.9 percent. Democrats want to spend the surplus now.
