New York is part of the 10 state Regional Greenhouse Gas Initiative, a cap and trade scheme.
Unlike the other 9 states, the NYS Legislature never voted on RGGI's participation. This cap and trade program that requires that energy producing plants that emit CO2 to purchase permits was implemented by a Memorandum of Understanding by Governor Pataki and an Executive Order by Governor Paterson.
To date, NY has collected over $320 Million dollars on these required permits driving the cost of electricity up. With New York having the third highest electricity rates in the nation, businesses and ratepayers continue to struggle to pay these astronomical costs or they up and leave as 1.6 million people have done in the last decade.
