Senate Key Vote Alert: Oppose $31M for Health Care Exchanges, HB 4111

Dear Senators:

On behalf of more than 87,000 Americans for Prosperity-Michigan activists across Michigan, I strongly urge you to oppose House Bill 4111, a $30.6 million supplemental appropriation for federal funds to help implement a state-federal partnership health exchange. These exchanges are the central way that the federal government will exact control over the state health insurance markets. Although federal HHS is trying desperately to have the exchanges viewed as providing flexibility, 26 states are rebelling at the prospect of being nothing more than a federal administrative arm.

I urge you to vote NO on HB 4111. AFP-MI will include this vote in our legislative scorecard.

Partnership and state-run exchanges are subject to all of the same coverage mandates and rules as the federally-run exchange. Clearing the hurdles of crafting an exchange that complies with the 600 plus pages of federal exchange regulations will only result in wasted state resources and higher premiums for your constituents.

Hypocrisy on this issue in the Michigan Legislature is led by Governor Snyder who on one hand says the feds need to get their budget under control, but then on the other hand seizes every last dollar of federal money possible. Even worse, the implementation of Obamacare in Michigan will hurt hardworking families and future generations are left with a huge burden of debt.

According to Senator Patrick Colbeck, HB 4111 would implement the Consumer Assistance function and IT upgrades necessary to implement the partnership exchange. He states, “In essence, Michigan would be responsible for the ‘complaint desk’ for Obamacare … Michigan taxpayers will be asked to pick up an additional expense tab next year. Michigan needs to protect itself from the Obamacare bait and switch.”

Representative Forlini said last week that the implementation of exchanges is inevitable. “The bottom line is, it’s coming,” he stated “This at least brings some funding in, so we have some control. This car is going down the road, so we’re either in the car driving it (or not).”

Representative Forlini is wrong: Implementation of this law is not inevitable and considering more than half of the American people oppose the law, it is improbable. You and I don’t want to be in the car when it goes off of the cliff, and that is exactly where Obamacare is going to take us.

Join us in resisting a centralized government approach to health care reform and instead focus on solutions that make health care more affordable and accessible for every American.
