Medicaid expansion: An offer Michigan must refuse

In an effort to gain support for expanding Medicaid as part of President Barack Obama’s Patient Protection and Affordable Care Act, better known as Obamacare, Gov. Rick Snyder has traveled the state peddling promises. Looking at the experience of two states — Arizona and Maine — that voluntarily expanded their Medicaid programs long before President Obama took office, we can measure Snyder’s theories about how Medicaid expansion might work in Michigan against how it actually works in practice.
