Second Investigative Video Indicates “Find a Way” Culture in Maines Department of Health and Human Services
PORTLAND- On August 11th, Americans for Prosperity-Maine and the Maine Heritage Policy Center revealed the results of an investigation into the potential for fraud within Maines Medicaid system. A week later, James OKeefe has released a second video filmed in Maine that shows a trained Department of Health and Human Services Intake Worker in the Portland office sincerely helping a young man clear “hurdles” that could prevent him from receiving benefits.
It is clear that what should be a helping hand is now a find-a-way-to-give-it-out culture in Maines Department of Health and Human Services. Instead of seeing the young mans access to a $250,000 checking account, his Corvette, and undeclared income as legitimate disqualifications to receive welfare, the DHHS worker spent nearly an hour helping him find a way around income and asset qualifications.
Many people need assistance in filling out an application for welfare, particularly those facing tough times, however, such help should not include coaching on how to hide facts in order to receive benefits. Assistance in the form of taxpayer dollars should be focused on citizens who truly need the help, not on wealthy individuals.
While the first video showed how vulnerable Maines welfare system is to fraud and abuse this second vide also shows the need for a culture change at DHHS. Moreover, there is a clear and critical need for reforms to insert more safeguards and accountability into Maines vast welfare system. The Governor and Commissioner Mayhew are on the right track by establishing the fraud and abuse work group. However, many things need to change, beginning with a fundamental culture change in DHHS that says we are here to help the truly needy.
