AFP GA Statement: Governor Deal signs Zero Based Budgeting into Law, Vetoes “Sunset” bill

AFPGA activists would like to thank the Legislature and Governor Deal for passing Zero Based Budgeting, setting in motion a scheduled comprehensive process of drilling down into each state agency’s budget. As we travel the state and explain how the budgeting process has worked in Georgia in the past, with legislators voting on “Continuance + x%” there has been insistence that this policy be enacted by law. Occasional critics have stated that ZBB is only as good as the people implementing it, which is true. But it does set up a systematic review of every agency receiving state tax dollars, which is an improvement. Increased knowledge of the budget will lead to more accountability by the agencies and the lawmakers who pass the budget.
