FoxNews: Tax Revolters Demand End to Spending Madness WASHINGTON — New post-recession revenues are pouring into state coffers across the nation, but activists in several states are leading "revolts" to make sure their governments don't use this new wealth for tax and spend schemes without taxpayers' approval.

The Tax Foundation has released the third edition of the State Business Tax Climate Index, which ranks the 50 states on how "business friendly" their tax systems are. "States do not enact tax changes in a vacuum," said President Scott A. Hodge, co-author of the study.
