URGENT ACTION ITEM
Dear Arizona Taxpayer,
This coming Tuesday, January 31, the pro-taxpayer Truth-in-Spending reform bill will be considered in the Senate Appropriations Committee. Senate Bill 1275, sponsored by Senator Steve Smith (R-Pinal County), would require a special vote if the Legislature wants to increase state spending at a rate that is faster than the rate of growth of state population plus inflation. The bill is also a government transparency measure, and would require the Legislature to give the public two weeks' notice before holding a public hearing to allow for taxpayer input before the vote.

Dear Arizona Taxpayer:
At this point in the game, there is a strong chance that the 2012 legislative session may end with very few fiscal policy victories for Arizona taxpayers. That could also mean low scores for Legislators on AFP-Arizona's 2012 Legislative Scorecard. If that happens, the blame will lie at the feet of three individuals: Governor Jan Brewer, Senate President Steve Pierce, and House Speaker Andy Tobin.
Below is a list of key pro-taxpayer bills being held up, along with the names of the individual politicians responsible for the hold-ups. We have also included action links and contact information for the non-budget bills.

Dear Arizona Taxpayer:
We are getting close to the end of the 2012 legislative session, and several important pro-taxpayer reforms are in jeopardy down at the Arizona Capitol.
As individuals, many of our Arizona Legislators are solid fiscal conservatives, but collectively, the Legislature appears to be having some problems moving key pro-taxpayer bills. If not resolved in the next few days, those problems may jeopardize important reforms. Those failures could also lead to low scores for Legislators on AFP-Arizona's 2012 Legislative Scorecard (more about that at bottom.)

Obscure legislation, such as the Arizona Use-Tax Gotcha provision, that turns ordinary citizens (through unknowing noncompliance) into criminals.
Today's example
According to legend, the Emperor Nero would "publish" new legislation and decrees in very tiny print posted to the tops of columns, where no one could read them. That way, he had many handy excuses to arrest and punish his enemies. He could claim to have complied with the letter of the Rule of Law--the requirement that legislation must be widely publicized--while violating its spirit.
Although their intentions* are better than Nero's, Arizona's Legislators and Governor are guilty of perpetuating a violation of the spirit of the Rule of Law with regard to what we call the Arizona Use-Tax Gotcha. Let us explain...
