With less than a month remaining in this year’s spring legislative session, lawmakers in Springfield will be pressed to negotiate and vote on Governor Quinn’s budget proposal to close the state's budget deficit by increasing the state’s personal income-tax rate by an outrageous 50 percent, followed by numerous other service and product related taxes.

The Tax Foundation estimated that Quinn’s plan will sink the state’s “business friendliness” rating from the nation’s top half to the bottom half. Scott Moody, a tax-policy economist, said Quinn’s income-tax hike will cost the Illinois economy $8.6 billion in lost economic output. According to Moody, “this is equivalent to taking the state’s 2008 revenue from its sales, cigarette, liquor, inheritance, corporate franchise, and insurance taxes and dumping that money into Lake Michigan.”

Governor Quinn provided much hope in his proposed reform agenda. AFP looks forward to working with the governor to enact some of these much needed reforms. However, there should be no rush to pass a tax and spend budget until a process is in place that provides a review of how every tax dollar is spent and to justify those expenditures in a transparent forum.
